Purpose and Scope

This template operationalises the two blocking Governance Gates in the deployment cycle. Gate 1 sits at Stage 6 (Evaluation, Validation, and First Security Sign-Off). Gate 2 sits at Stage 8 (Pre-Deployment Governance Gate). The security stakeholder must complete and sign both gates before the Cycle Owner can progress to the next stage.

The Cycle Owner prepares the evaluation evidence and pre-deployment checklist. The security stakeholder reviews, records a decision, and signs. Both parties retain a copy of the completed template in the project repository under governance/gates/.
